This is not a meaningful point of difference between the two countries at the level of established international clinics, but confirm it for any specific clinic you consider, wherever it is. Ask whether you will have an English-speaking coordinator, whether your written plan and quote will be in English, and whether the dentist treating you speaks it directly. If a short flight for several quick visits matters most, Hungary's proximity is appealing. If you want the lowest cost for larger work and a fully organised trip with everything arranged, Turkey often has the edge. But the country is the second decision.
